The addition of Gloria Zhao as a Bitcoin Core “Core Maintainer” was discussed during the recent Bitcoin Developer Community Meeting held in late June.
Zhao was nominated and elected by members of the Bitcoin developer community, and at that meeting, it was agreed that she would join the team as the person responsible for maintaining the mempool and policy areas of the codebase, as reported on GitHub.

Pieter Wuille leaves Bitcoin Core
Zhao’s addition coincided with the departure of Pieter Wuille as Bitcoin Core’s “Core Maintainer.”
On Twitter, Wuille clarified that his departure from Bitcoin Core does not mean he will stop contributing to the Bitcoin code and the projects he is involved in. He noted that his departure as Bitcoin Core's main maintainer has to do with the fact that he was not doing much work there, which is why his permissions were removed.
Some of the Bitcoin improvements and implementations Wuille worked on were SegWit and the Taproot-Schnorr upgrade.
On the other hand, although the Bitcoin Core developer community welcomed Gloria Zhao, some, like James O'Beirne, expressed some concern about her nomination and future work.
O'Beirne said Zhao is an excellent coder and thinker, but he is concerned about her biased involvement in developing the design. mempoolAs a developer, Zhao has put forward a number of proposals in this area that O'Beirne believes others might approve without sufficient review because of her new position.
