Generalitat of Valencia uses blockchain to increase transparency in its institutions

Public procedures in the Generalitat of Valencia will be checked and verified using the underlying technology of Bitcoin and cryptocurrencies, the blockchain. 

The Generalitat of Valencia, which encompasses all the government entities of the Valencian Community, in Spain, has announced that it will begin to use blockchain technology to increase transparency and citizen trust in its institutions. 

Ruth Merino, the regional minister for Finance, Economy and Public Administration, explained that blockchain technology will be used for the first time, starting in February, for “checking and verifying the life cycle of electronic notifications.” 

The integration of the blockchain into the general public procedures of the jurisdiction will ensure the transparency of the administrative processes carried out by the Generalitat, as well as guarantee the traceability of the services, procedures and processes offered. 

Transparency, traceability and immutability in the blockchain

Blockchain, the underlying technology of Bitcoin and cryptocurrencies, is a technological innovation that will help the Generalitat of Valencia to modernize its administrative sphere, thus promoting innovation and technological development in the region. 

According to Merino, blockchain technology will provide transparency throughout the entire process of digital procedures and electronic notifications, so that people will be able to have an informative document in their citizen folder that will reflect the record of each of the phases of the process, from the registration of the notification, to its availability, the sending of the notification email, the telematic appearance and its expiration, he reported. 

In addition, the Minister of Finance of the Generalitat stressed that blockchain technology will allow the jurisdiction to offer a new layer of accessible innovative technological services, which will position it as a pioneering regional administration in Spain in the use of new technologies. 

Although the integration of blockchain into digital procedures is the first use case of this technology in the Generalitat de Valencia, the objective is to expand the use of blockchain to other areas of management.

Merino also stressed that, in addition to the transparency and traceability of the procedures, blockchain technology will also ensure their immutability, reduce associated costs and increase the speed of the processes. In turn, all these advantages of technology will help improve the attention that the Generalitat of Valencia provides to citizens and economic agents, said Merino. 

Blockchain technology in the administrative procedures of the Generalitat of Valencia

José Manuel García Duarte, director general of the General Directorate of Information and Communications Technologies (DGTIC), explained that, starting next month, notifications from the Generalitat will be accompanied by a blockchain-based registry so that people can track and verify the administrative process in all its phases and life cycle. 

This registration will be carried out using the BlockchainFUE platform, where all relevant information will be encrypted. BlockchainFUE is the first cooperative to offer a public blockchain infrastructure in the Valencian community. 

In addition to the integration of blockchain into administrative procedures by the Generalitat of Valencia, the Port of Celeiro is also using this technology to ensure the Transparency and traceability in the hake production chain.
