An executive order signed by California Governor Gavin Newsom directs his agencies to train workers to take advantage of the opportunities offered by Generative Artificial Intelligence (GenAI).
California Governor Gavin Newsom wants to consolidate the state's leadership in the technology and innovation sector. To do so, he plans to take advantage of all the opportunities offered by new innovations such as Artificial Intelligence, especially GenAI.
Following Newsom's executive order issued last September, the Governor's Office has published a report on how the potential of Generative Artificial Intelligence can be leveraged to improve various aspects of administrative management. For example, the report notes that this technological innovation can significantly improve the speed of work ongoing by government agencies, as well as facilitating the classification of information and the management of complex data sets, among other benefits.

However, it emphasizes that, if used ethically, professionally and transparently, Artificial Intelligence has the ability to improve service delivery and optimize the use of government programs.
Taking all of the above into account, the state of California will begin training its workers and government staff to make efficient and responsible use of Generative Artificial Intelligence, which will help boost its technological leadership.
The objective is that “State government workers use state-approved GenAI to achieve equitable outcomes”, the Governor's Office noted in its report.
GenAI development and jobs
Although there are concerns about how the development of Generative Artificial Intelligence may affect the jobs of thousands of people, Secretary Amy Tong indicated that the use of this innovation, beyond posing a risk to workers, can effectively help facilitate the work of government employees and improve the services that the state provides to its citizens.
Liana Bailey-Crimmins, director of the California Department of Technology, also believes that GenAI has the potential to positively transform the lives of Californians by providing them with streamlined services that save them time and money when accessing government services.
The government's roadmap for adopting GenAI includes agencies preparing reports on the potential and risks of artificial intelligence and training their staff to apply this innovation.
California: BitLicense, cryptocurrencies and Web3
California has taken important steps to establish itself as one of the most innovative jurisdictions in the world and also one of the most favorable for the development of the crypto and Web3 industry.
In the middle of last month, the state of California approved a regulatory licensing regime for companies in the crypto industry, which puts the jurisdiction on par with New York. This licensing regime, similar to that established by the state of New York with the famous BitLicense, will allow California to regulate companies that are part of the cryptocurrency ecosystem, while protecting investors and users and encouraging the development of innovation.
The state passed the Digital Financial Assets Act, which will come into effect from June 2025, giving cryptocurrency companies enough time to adapt and comply with the new state regulations.
