Brazil uses Cardano blockchain in public services

Cardano’s blockchain, powered by the Ouroboros consensus protocol, offers essential features for the development of government applications, highlighting its scalability to handle large transaction volumes and its security certified through formal academic methods. This technology is being integrated in Brazil through a collaboration with SERPRO, the country’s main state-owned information technology company. 

According to Spanish President Pedro Sánchez’s announcement published, SERPRO will contribute its experience in the integration of Brazilian public systems, including tax collection platforms and civil registries, opening up new possibilities for the digital transformation of the public sector.

A prominent example of this collaboration is the adaptation of Atala PRISM, a digital identity solution from Cardano that has already been implemented in Ethiopia to manage educational records. In Brazil, this technology could allow citizens to store verifiable credentials, such as academic degrees or identity documents, on personal devices and share them with institutions through temporary permits. 

Additionally, the possibility of using blockchain to record votes in elections is being explored, creating an immutable record that significantly reduces fraud risks and increases electoral transparency. The initiatives demonstrate Cardano’s potential to transform public services and improve the integrity of government processes.

Administrative efficiency and the fight against corruption

The implementation of blockchain technology in public procurement has the potential to significantly transform these processes, making them more efficient and transparent. Currently, a considerable percentage of time in tenders is spent on manual documentation checks, which consumes around 30% of the total time, according to SERPRO. However, blockchain technology can streamline these processes through shared records and real-time updates, reducing the need for manual intervention and minimizing opportunities for corruption.

In the health sector, initiatives are being developed that use blockchain to improve the traceability of medicines from their manufacture to their delivery to public hospitals. Each batch would be recorded on the blockchain with details such as temperature, expiration dates and quality controls, which would facilitate the detection of irregularities. 

Overall, blockchain technology promises to be a powerful tool to ensure that processes are more transparent and reliable in public procurement.

Promoting blockchain education

The adoption of blockchain technology in public management in Latin America has gained relevance in recent years, especially in countries such as Colombia and Argentina, where models for the management of social subsidies and property registries have been explored. 

It is worth noting that technology promises to improve transparency and efficiency in public administration, which is crucial in a region where corruption is a persistent problem. In the case of Brazil, the partnership between SERPRO and Cardano aims to transform public services through the use of decentralized technologies. All of this, with the aim of improving transparency and institutional trust. 

According to the firm, the partnership envisages the implementation of joint training and innovation initiatives, including access for Serpro professionals to the Cardano Academy program, which offers specialized courses in the area. In this way, Cardano will reinforce “the company’s commitment to the modernization of public administration and the adoption of innovative technologies, particularly favoring the expansion of the use of blockchain in the Brazilian State,” stressed Alexandre Amorim, president of Serpro.
